I understand the big confusion you might be in currently. Both of these are decent colleges in Delhi, each of them being making the best in DU and IPU. DU surely has more brand value but since you have got the evening shift, you may choose VIPS which might be more convenient. However, fees is higher at VIPS than Bhagat Singh College.

You need to weigh your priorities like location, shifts, fees, brand value etc and take the final decision.
