Dear student, 

Birth certificate is required for neet , NEET counselling but it's not mandatory, you can use other certificates as a proof of your age, you just need an age proof whether it is birth certificate or 10th marksheet or any other certificates. So no need to worry about birth certificates, produce any one of the document at the time of counselling.

No it is not compulsory to have a birth certificate for neet instead you can have any certificate X/XII or even adhar card.

Yes as a proof, you need to show your birth certificate. At the same time, if you are born out of India, domicile certificate with some other nationality proofs can even work as well.
