No, it is not compulsory that you have to appear for improvement exam to take a drop.

Can you please tell me your result in JEE paper 1 and 2?

If you have scored less marks in JEE you can take admission in private colleges. You can get good private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
