Yes it is mandatory to attend Foundation Course.
As rules changed recently,MBBS students will have there practicals from 1st year itself.
Foundation course is established for an Idea of syllabus,courses and other things before jumping directly to the syllabus.

Foundation course is established help students to ensure that students are able to indulge in more then just there syllabus.
