From your profile it seems you're a medical science aspirant, hence I believe the query is for NEET, if it's related to AIQ then MCC will have a total of four rounds of counselling, only after completion of round two vacant seats will be filled in mop up and stray vacancy, fresh  candidates will be allowed for the first three rounds but not in stray vacancy,

candidates  allotted seat in  the first round won't be eligible to participate for further rounds, and those who don't join the allotted seats in second round will be eligible for further rounds but they are required to pay the security deposits, apply fresh for mop-round only.
