No it isn't necessary!
Typically this would include post-doctoral researchers (I.e you need a PhD), as well as PIs (Principal Investigators - I.e the people in charge of a lab). But it could also include people who independently do their own experiments on a kind of amateur level (thats relevant historically, less so today unless they are amazingly rich).
