The answer is quite critical to tell.Actually the colleges which you have mentioned have their own laboratories which will be having some sessions for r you to practice and if you can practice well or if you can code well if you belong to computer science branch in the given time itself then you won't need a laptop.Even though you belong to the ECE department it would be the same.But then if you need to practice something on your own you will need to go out to some other place and practice there.And even when you would be given some projects to do, having your own laptop helps a lot.Hence I would say that it is not exactly necessary that you would need a laptop but it would be better if you have your own laptop.Hope this helps.Thank You.
