It is not necessary to learn c++ before taking cse at any college

Students who have passed their 10+2 examination with Physics, Chemistry, and Mathematics are eligible to pursue the  course in CSE

You can do good without having any prior knowledge about programming. But in that case you have to work little harder in order to understand the concept completely.

But your prior knowledge in this field will gonna be helpful for you

Advantage for the first year is that in most of the colleges they cover the syllabus in first few monthd and if you have a good knowledge in c++ then you may focus on the other subjects as well which would help you further in your gpa as scores matter a lot 

It wilk also enhance your programming skills. You would be starting coding early and so you can try your own skills in competitive programming.
