Yes, for being elligible to procure a seat in Maharashtra Medical Colleges under the State Quota, it's a must to pass 10th as well 12th from the State added to the fact that you must own the domicile of the state too.
Till 2106-17, either domicile or HSC/+2 level pass would have enabled you, but since 2018, DMER revised the rule and made all the three documents necessary.
