NCERT is best book for preparation. So, definitely you should not ignore it as you can get direct questions from NCERT books.

Yes, you should solve questions from NCERT books as syllabus is based on NCERT pattern. You should complete your NCERT first to build a strong foundation then you can go for any other reference book. To score good marks in NEET you can also solve previous year questions papers and complete mock test twice or thrice a week.
