Yes it is possible to change your college in 2nd year but the college you are moving should come under same university.

You might also go for another university with same trade if your college is ready to do the transfer .For that you have to give a valid reason to your college for changing university like father transfer or family moving to new place for some reason.

Your college may/maynot ask for compensation since your college will not be able to get your four year fees.

So it totally depend upon your college whether they wil allow you or not for such change..
