Yes, you can get a government medical college in Karnataka without having a Karnataka domicile if you are applying through the All India Quota.
In NEET counselling, every state keeps 15% of seats in government medical colleges for All India students. These seats are open to everyone in India, no matter which state you are from. So you do not need to be from Karnataka to apply for those 15% seats.
But the marks needed are high because students from all over the country are competing for those seats. If you are from the General category, you usually need more than 620 marks. If you are from OBC, you may need around 600 marks. For SC or ST, the marks needed may be around 500 or a bit more depending on the college and year.
You cannot apply under the 85% Karnataka state quota without a Karnataka domicile. But you can apply for the 15% All India quota in Karnataka colleges.
