Hello,
Yes definitely you can prepare for NIMCET in 3rd year also as it is of easy to moderate level and as far as i know you cab easily conplete it's full syllabus in 2 ir 3 months.
No you don't need to submit graduation certificate while filling NIMCET application form.You need to submit it at the time of counselling or admission.
