Yes, leaving certificate is a mandatory document to be provided if you want to get admission in a university abroad. Migration certificate and leaving certificates are different. Migration certificate is given when the board of the school of University in which you are taking admission for higher studies is different from the school or University from which you have graduated prior to the higher education. Leaving certificate is given when you have completed your course or you want to leave the present college in the middle of the course and take admission in another college. So you cannot provide migration certificate you need to obtain the leaving certificate from the college in which you have graduated.
