Generally almost all Degree college and hostels, UG and PG colleges and hostels will allow mobile phones but not to be used during class hours.

If students use mobile phone during class hours they may take some actions on studies.

yes mobile phone is allowed but you don't have the permission to use during class time. Also even most of the colleges have allow mobile phones so no worry regarding that.
