there is a difference between NCERT and CBSE, NCERT (national council of educational research and training) is the publishing body or publisher, books of which are prescribed by the CBSE (central board of secondary/eduaction) board.

the CBSE is the board which is the governing body, CBSE runs schools or institutions and the books which student do study in thier schools  are of NCERT books.
