Dear Kalpana, NEET PG is for MD/MS courses. Certificate courses do not need NEET PG. You cam apply according to the Admission procedure of the Institutte you are willing to take this certificate course from. There are even Distance Learning courses for Certificate courses after MBBS. After MBBS, you should have a valid MCI registration as eligibility criteria.
