The answer to your question is NO!. The quota seats are only applicable in the colleges run by Government of India and comes under Human resource management . For some colleges which are semi goverment or a part of the college comes under goverment policy have reserved seats such as Birla Institute of Technology Mesra, Ranchi or Kalinga group of institutions etc.
Some of the colleges which have guarnteed quota seats are namely IITs, NITs, AIIMS, IIMs, IISC. Well its not necessary still as colleges like IIIT Hyderdabad and ISB(Indain School of Bussiness doesn't have quota seats. And also some collegs of each state has quota seats. For example,I belong to Jharkhand state and i gave the state engineering entrance exam and there are several colleges which offered quota seats. And they followed the national reservation percent division among General, OBC,SC,ST AND PWD.
