No, the obc certificate is not valid for 3 years . It is only valid for 1 year that is the year in which you applied for the certificate.

Make sure to apply the certificate on or after 1st April of the current year otherwise if you would apply before that  then your certificate won't be valid . It would be considered that it would be valid for the previous year only.
