No, Physical Education is not a technical Vocational Subject in class 12.

Technical Vocational Subject is the subject which can be replaced in the place of 

three elective subject(Physics,Chemistry,Mathematics),When a student fails in 

one of these subjects like-Information Technology,Agriculture,Banking and insurance etc.
