Computer Scienceis the study of computation -- it is a field of study, almost a branch of mathematics, not a job or a trade. Thus, there isn't really any such position as "computer science engineer."However,Software Engineers develop software and computer information systems to solve specific problems, and work using an analytical engineering methodology rather than a scientific approach that a researcher in the field of computer science might have.
