Yes, many colleges do give laptops to its students. Most of them are private colleges. KIIT Odisha also gives laptop to its students, not for 4 years but for whole life. But generally the cost of a laptop is covered in the college fees that's why it is not visible and many students consider it a free laptop. Laptop should not be a criteria to choose any college.
