I will give you the clarification regarding this. States are responsible for the issuance of caste or NCL, EWS certificates. The central government is responsible for the issuance of certificates to the residents of New Delhi, since it's not a state, it's a Union territory and comes under Central government.

Now, answer to your question, Yes, you can use your NCL certificate to avail reservation facility as long as you are using it for availing reservation in Central government jobs or Central Universities. And not only in Tamilnadu you can use your certificate to avail reservation in any of the Central Government Jobs and Universities no matter which state is it.

But you can't avail reservation in State government Jobs and State Universities by using this certificate.

1. Inside Tamilnadu- Reservation can be availed in both Central and State government Jobs and Universities

2. Outside Tamilnadu- Reservation can be availed only on in Central government jobs and Universities not in State government jobs and Universities.
