Yes you have moderate to low chances of getting a seat in aiims  with this rank as according to previous year cutoff in institution like aiims rishikesh, aiims Bhopal the cutoff went above 4000 but for 2016 the cutoff was below 3000. So as you see the cutoff varies every year and nothing could be said with complete surety.
