There is no constraint on Number of attempts. You can write any number of times if you are in the age limit specified by UPSC. Right now it's: 30 years for General Merit candidates, 33 years for OBC, and 35 years for SC/ST and other relaxations are also there. Visit www.upsc.gov.in for complete details.
