Yes, you can apply as a outside state candidate. There are very few seats reserved for outer candidates who don't belong to home state. It will be tough to get admission if you don't have a good score through entrance exam.

Hence, you can surely apply for PGECET but make sure you are well prepared or you have to look for management quota seat.
