This can be very from college to college so if want to ask about iit or nit then definitely their is a concession in fees for low income family. To get this concession and scholarship benefit then you have to submit your income certificate any other required documents.

gulshanprin , Students belong BPL category (Below Poverty Line) BPL Certificate / Card copy required. Students having total family income less than 70,000 Rs. per year from all sources. But it depends on category also in some colleges.
