Hello,

The seat allocation is based on the preferences of the candidate, rank, category and the vacant seats. In first phase counselling most of the seats are going to be filled. After the reporting last date in first phase counselling all the vacant seats will be considering in second phase counselling. The number of seats remain vacant may vary each year. The chances of getting seat in a better institute in second phase counselling is low as quite a number of seats will be filled in first phase counselling but getting seat in a decent institute also depends on rank and category of the candidate as the cut off is category, institute and course specific. SO we would advice to participate in first phase counselling but if you cannot participate in first phase counselling you may still register for second phase counselling.
