Thanks for asking your query, there is no relation between mhtcet rank and Jee mains rank because both of them are different examination of engineering taken by Maharashtra and all India level respectively.you might govt college in Maharashtra through Jee mains rank but mhtcet rank could help you to take admission in other college of engineering in India except in Maharashtra.

MHCET requires in State Counselling whereas
JEE is applicable over the country.
