Yes, in most of the colleges throughout India, Mobile phones and laptops are allowed for girls as well as fir boys. Different colleges have different norms and policies for college and hostel criteria for their students. But, almost every college allows it's students to keep a mobile phone for safety and other relevant purposes.

Also, for girls , hostel facilities different than boys. So, for that you would have to contact the college and the hostel facilities and authorities through their phone number or email provided by them on their official website.
