Hello, As per your query i would like to tell you, in Haryana yes there is sports quota in state counseling.

The students who have recieved some achievements in sports are given some extra marks in the grand total.
After getting NEET score you should apply for your respective state & in that you'll have choose for sports quota & provide supporting documents during the counseling & where ever asked for by the state counseling authority .
