No, these two are not the same universities. I can understand why you might be confused since both are in Guntur, Andhra Pradesh and both are of private ownership.


Vignan's Lara Institute of Technology and Science was established in 2007 and is an affiliated university. It offers degree courses in B.E./B.Tech, M.E./M.Tech, and M.C.A.


Vignan's Foundation for Science, Technology and Research is also called Vignan's University which was established in 2008 and is a deemed to be university with a NIRF ranking of 107. It offers degree courses in B.E./B.Tech, M.E./M.Tech, BBA, BCA, Ph.D, and B.Pharma.
