Hello,
No the level of questions in VITEEE is not tougher than that of Mains.

Their are 125 questions in VITEEE which are as per NCERT standards.(40 each from p,c,m and 5 questions from english)

The syllabus for VITEEE is way less then that of Mains.
Their is no negative marking in VITEEE
Their are direct formula and concepts based questions.

So VITEEE is quite easier than JEE Mains.
