Hello rameez
No jee will not wait for the counseling.
As the schedule for counseling willl start from the June so it will be not possible for you to show your marks at that time.
And it is not possible to shift the counseling and all procedures for some of the students because colleges start from August.
So they will not consider your marks in this year.
This marks will be consider in next year.

Well, the JEE will consider the best out of the two results.

ISC Improvement 2019, after being held in July and the results will be in August.

As it is an improvement exam so the best of two is considered or noted prepare well for your improvement exam.
