Yes. You need to appear for the counseling if you have secured the required cutoff and want to take the admission.
National Council for Hotel Management & Catering Technology (NCHMCT) will start from the fourth week of May for NCHMCT JEE. The seat allotment will take place in three rounds.
Seats will be allotted to candidates on the basis of their NCHMCT JEE rank, category and choice of institutes. During the counselling, document verification will be done. Candidates have to appear with all the original documents at the time of counselling. After verification of documents by the university, the allotment of the seat takes place.

Nafi, the seats will be allotted during Counselling based on your Selection of Institutions, NCHMT JEE rank and your Category. So if you want take admission, you have to attend the counselling. But if you do not want to take admission, you needn't attend the counselling. That is ok. But you will not be allotted a seat if you do not attend the counselling.
