Dear Liji, Candidates who are in their final year of Master's degree and those who are awaiting their results are eligible to apply for UGC NET Assistant Professor's examination. Now, you haven't mentioned when would be your 2nd year Masters Classes starting and when are the final examinations. Lers say you are in your final year, you will be admitted provisionally and and only considered eligible for the award of Junior Research Fellowship or Assistant Professor only after your results have been declared and you manage to secure the required aggregate. To make it simple for you,  you can appear for UGC NET December 2019 only if your final will be completed atleast by June/July 2020 when the counselling begins.
