There are only some reserved ews seats which is around 3000-4000 all over india . So the rank you have mentioned I don't think that you will be able to get a seat in govt. College through jee main.
My suggestion would be to go fir state joint entrance examination. Or you can also consider good private college .

Hi ! If you want my advice then I will tell you to drop one year and take preparation for JEE main exam and then give it. Because your rank is not so good to get an admission in good nit or in iiit or in GFTI. If you will get also then it will be a third tier or 2nd tier( with worst streams ). These colleges include nit Manipur, nit Jharkhand, nit sikkim, nit Meghalaya, IIIT Kota, IIIT Kurnool and Amity. You can have cv Raman and Jaypee in your hand.
