Yes you can go for second phase of counselling and mostly there is no need to pay again. There is no refund available for TS PGECET so you cannot get refund. The second phase schedule has not yet released yet so try to get your documents like TC, CMM and PC for the college so that you will be eligible to apply for the counselling. Unless you have all the documents you will not be eligible for counselling,
