The answer is no. Jamia Islamia University's free IAS residential coaching doesn't require such conditions. You should have qualified for Civil Services( Mains) examination after clearing the Preliminary Examination to be eligible for the residential free coaching by JMI. Also, it only provides free coaching to the underprivileged, minorities, SC, ST and women candidates.

So if you fall under these criteria, go for it.
