As of now, IITs Council have rejected the proposal proposed by IIT Directors & chairperson at the IIT Council Meeting. So, till now JEE Advance will take place in the same manner it has.

Yes JEE advance 2019 is going to happen. 

JEE Advanced 2019 – Indian Institute of Technology (IIT) Roorkee will be conducting JEE Advanced 2019 in online mode tentatively in the third week of May. Registrations for JEE Advanced 2019 will be open tentatively from the first week to the second week of May. JEE Advanced examination is conducted as a gateway for IIT admissions. Qualified candidates will be able to apply for IIT admissions through JEE Advanced 2019.
