Yes, you can appear for both the attempts i.e January and the April exam. You should have completed your class 12th in 2017. And since three consecutive attempts are allowed for JEE Main then you can appear for both the exams.

Yes you can appear twice in 2019 for Jee Mains and shall be counted as 1 attempt as per NTA rules.
Best of two scores from Jan and April 2019 attempts shall be considered for counselling.
