Dear Rohan, only candidates who have qualified in NEET can register for counselling and only then can attend the Counselling process. The rest cannot. When the seats are not filled and MCI decides to reduce the cut offs and if you qualify then, you are eligible to register and attend subsequent rounds of counselling. But for now, unfortunately you cannot.
