IIT Kanpur EE must be your choice as you may not be aware of your interest in communication as there are many other sub branches to electrical like Control and automation, power, microelectronics and VLSI. Even if you are interested to go to communication then too you should choose EE at IIT-K due to flexibility of the curriculum at IITK and of course you can choose communication courses after doing all the pre requisites . By any means I am not demeaning ECE at IIT Kharagpur but if you can get EE at IIT-K you should not think twice.
