See actually, college name adds value to your degree, and definetely IIT kharagpur is very prestigious college of the country. But thats when i compare the 2 colleges.
However your branch prefernce matters lot more if you genuinely have the interest in desired branch. I would say give more preference to your branch rather than college if you genuinely want to learn cse. But if you dont have that sort of interest then go for kharagpur, its very great college with lots of oppurtunities. And ofcourse never judge branches on payscale, both ece and cse can get you a great package if you are sincere.
