• If both the colleges agree, then only you can get transferred from one college to another, cause the availability of seats in most important.
• You should have fair percentage of marks in 1st year, Then the present college of yours will transfer your records to the joining college.
• Sometimes, you can only change your college if it's under the same university as your present college. Though it depends on the college. 
• If you want to go to a college which is under another university then many problem arises.
