Every class has its importance. Syllabus and studies are made to study and enculcate skills on time to time.

Yes you can do it , you can jump the class 8th and come to class 9th. But i don't think it will be a right option ,because class 8 is an important class , it build your base and builds your future' too so it is suggested not to jump the class and complete every class and work hard .
