Dear Shruti, the concept of All India Counselling itself is that 15% of the total Medical seats in the State are contributed to Central pool. Jammu and Kashmir is an exception for this central pooling. So these 15% of seats from All States are collectively filled by the DGHS on behalf of MCI. So for example if you are from Haryana, you can aply for a Medical College in Himachal Pradesh under this 15% All India Quota.
