Yes you can directly apply for csab that is it is not compulsory to participate in josaa to participate in csab you need to register completely as a new candidate and submit the requisite fee as per applicable and then two special rounds of counselling will be held and if you get a seat then you will have to exercise you willingness and then move accordingly in further rounds or take admission.
