Do you mean NIOS? NIOS students were restricted from giving NEET 2018 as per the rules imposed by MCI but there are chances that this rule may be evoked so you can apply for NEET 2019.

Sir you should have to complete your 12th first only then you can appear for neet . If you are appearing for 12th exams and neet in same year , only then you can give NEET . Moreover you have to be atleast 17years old .
