Yes both merit lists have difference in ranking against college means tentative merit list consists of closing ranks for all the colleges in which you can challenge that merit list if you found any error in ranking methodology or any other error and after going through all the challenges competent authorities revise that merit list and convert it into final merit list based upon which the admission ate taken in the colleges.
